Could you try in the latest Quartus Pro version 26.1 (released publicly last week on 7th Apr) and see if the issue still persists? 

If the issue persists, please share the QAR file (In Quartus, go to Project → Archive Project) as a .zip file. Unfortunately, the forum does not support direct .qar file attachments.
