As per what I understand, you can use Automotive grade in the EPE as a replacement for Extended Industrial grade since the operating temperature range of Automotive grade and Extended Industrial grade is the same (Tj = -40C to 125C).
I tried again with Standard Edition v25.1 and was able to set 125 C as shown below.

Regarding the error in downloading the EPE file, we will work to update the links. As a workaround, you can go to docs.altera.com and search for the file name or asset ID. You can find the asset ID from the link path.

I checked with the latest Quartus Standard Edition v25.1, but I could not set it to +125degC.
According to my colleague, if there is no .ini file in the past, it will not be enable.

Yes, since there is no difference in the OPN for Industrial and Extended Industrial, I believe your understanding is correct.
Regarding the broken link inside the KDB has been reported internally. I will inform you once there is any updates on this.
For the Cyclone 10 LP EPE download error, I also observed the same problem. This problem has been acknowledged internally. I will update you back once get any updates.
