The .jic is stored in flash, and Max 10 use it to config the device~ If you wanna program the device by JTAG,

I am still not sure which part block you:

1. Generate the jic file which supported by AS configuration.
2. Use programmer, auto detect the flash and device
3. Select the flash and download the jic into flash
4. Make sure the MSEL is AS and than reset the board.
