Based on the license type previously shared, SW-QUARTUS-WE-FIX is a Quartus II Web Edition license. It cannot enable Stratix III in Quartus II 13.1 Subscription Edition, even if the Stratix III/IV device package is installed.
 

You do not need to purchase a license if Quartus II Web Edition meets your requirements. Please install and use Quartus II Web Edition 11.0 SP1 with your existing Web Edition license. Stratix III is supported in that release, and the EP3SL150F1152 device is supported.

If your project specifically requires Quartus II 13.1 Subscription Edition, then a valid Subscription Edition license with Stratix III device support is required. In that case, please contact an authorized Altera distributor to discuss available license options.

The stratixiv-13.1.0.162.qdz file is the correct device package for Stratix III/IV in Quartus II 13.1.
