Hi,
if you have multiple Quartus versions on your computer, they'll use the latest installed JTAG server along with its driver stack. Therefore you don't necessarily need a Quartus 13 USB Blaster driver.

Please note that even if it is working, if there are bugs occurs, Altera usually will not support it since Quartus version is not supported in windows 11. You may refer to the release note for the OS support.

Thanks for mentioning.
We are talking solely about Quartus versions that have been released before any presently supported Windows or Linux OS and therefore can't be supported by recent OS.
Having said this, the answer to "You may refer to the release note for the OS support." is obvious.
Also Quartus 13.1, presently still available for download, doesn't support Windows beyond version 8.
Saying here, a Quartus version is "working" under Windows 10 or 11 simply means that it has produced functional FPGA code for a specific project. It may produce faults for other projects.
