Thanks for mentioning.
We are talking solely about Quartus versions that have been released before any presently supported Windows or Linux OS and therefore can't be supported by recent OS.
Having said this, the answer to "You may refer to the release note for the OS support." is obvious.
Also Quartus 13.1, presently still available for download, doesn't support Windows beyond version 8.
Saying here, a Quartus version is "working" under Windows 10 or 11 simply means that it has produced functional FPGA code for a specific project. It may produce faults for other projects.
