No really important difference apart from the fact that a starter kit is intended for people who is starting with an FPGA (e.g. a brand new family) and a typical starter kit is a board with very simple I/O interfaces and peripherals. A development kit is intended to develop a real project before designing a custom board and is typically a board with many peripherals and different I/O options, always coming together with a development software.

I hope it is enough for your needs.

A starter kit doesn't have several peripherals and advanced configuration options. A development kit comes with application-specific FPGAs (like DSP Development or Nios Development kits), several peripheral options (RS-232, Ethernet, USB, RS-422 etc.) and more-than-one configuration schemes (JTAG, configuration device, flash-memory etc.).
