17 years agoNo really important difference apart from the fact that a starter kit is intended for people who is starting with an FPGA (e.g. a brand new family) and a typical starter kit is a board with very simple I/O interfaces and peripherals. A development kit is intended to develop a real project before designing a custom board and is typically a board with many peripherals and different I/O options, always coming together with a development software.
