FPGA Board Query

Hi all, I am new to the FPGA field can any one tell me wat is difference between starter kit and development kit

A starter kit doesn't have several peripherals and advanced configuration options. A development kit comes with application-specific FPGAs (like DSP Development or Nios Development kits), several peripheral options (RS-232, Ethernet, USB, RS-422 etc.) and more-than-one configuration schemes (JTAG, configuration device, flash-memory etc.).
