    It is the software, the service pack in the name just refers to the fact that the current version includes a service pack update.

    Huh, but when I ran the installer, it asked me to provide the location of a current Altera install (which I didn't have.) Am I supposed to just pick a random path in that case?

    Note sure... but I had no issues downloading and installing the Quartus II Web Edition Service Pack 1 from here:

    altera.com/download/software/quartus-ii-we

    Are you sure it wasn't just asking you for an installation path? Have you tried going through the whole installation procedure?
