Web edition download link?

When I go to altera.com/download/software/quartus-ii-we it only has service pack download files, no actual software download flies. What's up with that?

Huh, but when I ran the installer, it asked me to provide the location of a current Altera install (which I didn't have.) Am I supposed to just pick a random path in that case?
