DE10 uses Cyclone V, so you can download the latest version of Quartus Standard, 23.1, instead of trying to download and use 11 year old software.

I tried but, I can't open Cyclone® V FPGA – Terasic DE10-Nano Development Kit Baseline Pinout
The template is based on Quartus Lite 17 and it is also unavailable for download ! I'm looking for software with a minimum of starting guide and all the documentation for DE10 Nano are based on Quantus II Web.
What do you suggest ?

That link is to a .par file, which is a project template in Quartus. As the instructions say there on that page, you install that in Quartus so it is available in the New Project Wizard. You don't need Quartus 17 to use it. Use the latest.
And the DE10 is a Terasic board, not Altera/Intel. All the documentation and info is here though yes it refers to ancient versions of Quartus: https://www.terasic.com.tw/cgi-bin/page/archive.pl?Language=English&CategoryNo=167&No=1046&PartNo=4#contents
