Unable to download QUARTUS II WEB 13.1.0.162

I am unable to download the installation files of QUARTUS II WEB 13.1.0.162 software. I need it to use a DE10 Nano Kit from Terasic. When the link will be working again ?

That link is to a .par file, which is a project template in Quartus. As the instructions say there on that page, you install that in Quartus so it is available in the New Project Wizard. You don't need Quartus 17 to use it. Use the latest.

And the DE10 is a Terasic board, not Altera/Intel. All the documentation and info is here though yes it refers to ancient versions of Quartus: https://www.terasic.com.tw/cgi-bin/page/archive.pl?Language=English&CategoryNo=167&No=1046&PartNo=4#contents

    Impossible to install with the latest version of Quartus Prime lite.

      Try a different directory. I don't know that you can install to that location.
