Signal Tap is for hardware debugging. You have to control those switches in hardware somehow for it to appear in Signal Tap.

I have been able to get a signal from the switch but it is just a straight signal whether I turn it on or off, I want it to be able to display levels 0 and 1

Then you have to be able to toggle the switch at the speed of the sampling clock you’re using for Signal Tap. Signal Tap only captures data at the rising edge of the sampling clock you select.
