I experienced the same issue before, and running Quartus as Administrator solved it for me.

    Hi RichardT_altera​ , can u suggest other method, i cant run it as admistrator , as i dont have credintials.Even if did try, but it needs to run every one as administrator, and am getting below error,though i set it to right environment variable.

      Could you check with your IT team to confirm that you have read and write access to the Quartus installation folder?
      Additionally, please check if there were any changes to the machine before and after the error occurred. This may help identify the root cause.
