This has been asked and answered many times in the past. In the future, when you have a question, please do a quick search for your answer before needlessly making a new post. For example, text search "ieee-1735" and you'll immediately find your answer.

Thank you for your reply, but I did not find the public key in the altera/quartus/22.1_lite/quartus/common/misc directory.

In Quartus Pro 19.3 onwards the Intel public key is shipped as part of the Quartus install in ../common/misc/public_keys directory.

I can see you are using Lite Edition there which unfortunately does not support IEEE 1735 encryption.
