New ContributorWe're forced to maintain an old design that make use of Cyclone III FPGAs, unfortunately locking us to Quartus 13.1 tools. However some features I need access to require a license. Features such as the SignalTap, infinite PCI Megafunction functionality, and .rbf generation.
I read that licenses are not issued for this version of the tool anymore. How do I go about to activate those features without a license?

for Cyclone III designs, you can use Quartus 13.1 Web Edition without a license for everything including Signaltap. Only licensed IP, e.g. PCI compiler isn't available without a respective license. Most IP is contained in IP Base suite bundled with Quartus subspription license. Means if you have a recent Quartus license, it also enables licensed Quartus 13.1 features.
PCI compiler is legacy IP, I'm not sure if respective license (e.g. 6AF7 0022, 32-bit Master/Target) is still contained in IP Base suite or must be purchased seperately.

New ContributorIt seems I am blocked from generating RBF files because I have the time-limited PCI feature in my design. From what I just read, it needs to be purchased separately.
Where can I purchase it? I attempted to run my build with a recently generated Quartus Prime evaluation license but that didn't work
