Hi,
in Quartus II, version 13.0sp1, ModelSim-Altera is included and you can download it without cost.
Maybe there are higher versions including ModelSim, just check it on Intel homepage.

All Lite editions of Quartus include ModelSim (or QuestaSim in newer versions). All you need is a no-cost license.

FYI, ModelSim-Altera FPGA Edition has been replaced by Questa-Intel FPGA Edition Software (including Starter Edition) starting from Quartus Pro Version 21.3 and Quartus Standard Version 21.1 onward, which dates back to 2021.
I recommend using the Questa-Intel FPGA Starter Edition (no-cost/free) instead of ModelSim-Altera FPGA Edition. However, you will need to set up a no-cost license before using the tool.
That said, if you still prefer to use ModelSim-Altera FPGA Edition, you can visit the FPGA Software Download Center and search for ModelSim.
