I recently wrote in to report a problem I had with Quartus 23.2 Windows 11 and generating an HDMI IP example. I installed Quartus 23.4 Windows 11 and I still cannot get an example to generate. I get the errors attached and am using the settings also attached. Any help would be appreciated.
I have found the same error as what you are experiencing.
After running some test, we found that this error occurs when selecting "Custom Development Kit" in the target development kit option in IP Parameter Editor in Quartus software.

To workaround for this issue, you may generate the example design by selecting either "No Development Kit" or "Agilex 7 FPGA Development Kit"
in the target development kit option in IP Parameter Editor.
If you are using custom development kit, you can generate with above selection then you will need to re-assign the pin assignment in order for design example to work on you custom development board.
I have filed in this case to our internal team and they are running investigation on this.
This bug will be fixed in the future release of Intel® Quartus® software.

Apologies for not responding sooner, I did not get a notification that I had a new answer. It was a bug due to the board selected. Thank you for letting me know. I will fix it appropriately. Glad that I found this.
Sadly no. I could not find any real non-IP examples since HDMI is a paid service either. Luckily, there is a GitHub for a different FPGA that has Verilog code for HDMI that I am trying to implement in VHDL. It does not have I2C communication, but it is not mandatory apparently for HDMI: GitHub - sipeed/TangPrimer-25K-example: TangPrimer-25K-example project
