Failed to generate Legacy License

Hello. I downloaded Quartus software, but it calls for license at startup.

After trying to get license here: https://www.intel.com/content/www/us/en/programmable/support/support-resources/download/licensing/lic-choose.html

I get this email:

There is an issue in generating the license for this provided NIC/Host ID: ****************
 
Please check your NIC/Host ID and try again. If you still encounter problems, please contact our customer support.

How can I start using Quartus?

    What version/edition of Quartus are you trying to get a license for?

    Yes, you have to purchase a license first, giving them your MAC address (which I recommend you erase from your original post), and then use the SSLC to actually generate the license file.

    I assumed that Quartus is a free software.

    I bought Terasic ADC-SoC development board with ALTERA Cyclone V.

    Do I need licensed Quartus for programming this development board?
