Failed to generate Legacy License

Hello. I downloaded Quartus software, but it calls for license at startup. After trying to get license here: https://www.intel.com/content/www/us/en/programmable/support/support-resources/download/l...

I assumed that Quartus is a free software.

I bought Terasic ADC-SoC development board with ALTERA Cyclone V.

Do I need licensed Quartus for programming this development board?
