You can go in the Tools menu and select License Setup to check the status of your license.
Do you have the licenses for all the IPs that you use in your design? If you have licensed IPs in SOPC builder, you may have to regenerate the system after having installed the license. - Altera_Forum

I have a vendor FAE takes a look at it. The errors. Thanks. Yesterday, I got it works by changing the license from FLOAT to FIX.
Now, I'm be able to program my sof file, but I have other problem on C2H side. When I try to run my program on C2H, I get this errors. Using cable "USB-Blaster [USB-0]", device 1, instance 0x00. Pausing target processor: not responding. Resetting and trying again: FAILED. Leaving target processor paused I thought I have a C2H full license too.
