I recently installed renewed floating licenses from Intel and based on the licensing scheme for Quartus they should be good up till some version released in July of 2025. Checking previous versions (21.2, 23.4) I don't have this issue. Also, if it was a licensing issue, would the problem manifest when selecting my device or when trying to actually run synthesis / compilation?

Even without a license, you'd still be able to select a different installed device family.
What other families did you install? If it's Agilex, there is a common file for all Agilex devices as well as one for a specific family (Agilex 3, 5, 7, 9). You have to install the common file along with the family specific one.

Yeah, that's what I had thought.

I installed all device families and I made sure each of the boxes were ticked during installation. When trying to rerun the installer and pointing it to the existing installation, it looks like it checks for the appropriate files and sure enough, they are already installed, so I don't think the issue is that some file is missing necessarily.
