Can DNI still be disabled?

Will you be able to get answers in the next week or so, now that we're past the holidays?

The reason for my question is that I've found that DNI has introduced new bugs in Quartus Pro that break my existing flows. And as such, I'm currently unable to use newer versions of Quartus Pro (versions >=23.3) that appear to use DNI unconditionally.
