Agilex 27 and Constant Update-checking

Are these devices really accessible to the general public using the latest Quartus Prime Pro, version 26.3? I have them installed along with Agilex 3, 5, 7 devices together with their common files and with an evaluation license, only the Agilex 3, 5, 7 show in the device selection window.

The latest version of the software also keeps automatically checking for updates upon startup and there's no setting I can find to disable that. Does that setting exist?
