The VIP cores will work with either the web or subscription edition of Quartus. You can evaluate the VIP cores in opencore plus evaluation (http://www.altera.com/literature/an/an320.pdf) mode without any license. With the hardware tethered to a PC, the cores will run indefinitely in evaluation mode and I think they will work for about an hour in untethered mode.

I have the altera open cores license but the problem is that, when i run the SOPC builder it builds without any errors, when i try to compile the design in quartus , it gets stuck at 4% and hangs.
I went back to the project folder and found out that the file that is generated for the Clocked Video Input( also all the remaining ip's of the VIP core), a vhd file saying GENERATION : DEFFERED - Altera_Forum--- Quote Start --- The VIP cores will work with either the web or subscription edition of Quartus.
