VIP core License

I wanted to know if i require license's for the VIP core to compile my design I am using testpattern generator framebuffer clocked video out

I have the altera open cores license but the problem is that, when i run the SOPC builder it builds without any errors, when i try to compile the design in quartus , it gets stuck at 4% and hangs.

I went back to the project folder and found out that the file that is generated for the Clocked Video Input( also all the remaining ip's of the VIP core), a vhd file saying

GENERATION : DEFFERED
