PCIe Soft IP Implementation using External PHY with Cyclone III

I want to use Cyclone III and External PHY to implement data transfer . Soft IP implementation with Avalon-ST interface ,the other side is PIPE interface connected with external PHY .

But I don't know how to program in order to transfer data , anybody tell me about the design flow ? Thanks a lot.:)
