The suggestion was to check, if the flash programming is done correctly and if the right data is send. If you suspect, that the programming timing is incorrect, you should find out, if the problem is caused by PFL logic implementation (or possibly flash wiring) or if the programmer tool is repsonsible for it. That's what I would do.
