DSP Builder fails to install

I got Quartus 9.1, Matlab 2008b installed on my machine both of them work correctly. When I try to install DSP-builder9.1, it fails to install Matlab files.

I get a "License Manager Error -9" dialog box.

The dialog has the following message:

License checkout failed

License Manager Error -9

This error may occurr when:

-The hostid of this computer does not match the hostid in the license file.

-A Designated Computer installation is in use by another user.

If no other user is currently running MATLAB, you may need to activate.

My Matlab license is ativated, it works. What is the problem????
