could i use Cyclone IV to implement PCIe controller

just as the titles ,can you tell me ?Must i buy a higher class FPGA such as stratix?

    Do you want to implement a PCIe Master or Slave?

    Every Cyclone IV GX has implemented a Hard-IP PCIe core to work as a slave. You just have to instanciate it in your design to use it.

    The Cyclone IV E FPGAs doesn't have high-speed transceivers and also no PCIe implementation because PCIe can only work with the Transceivers.

    As long as it has the serdies outputs, you should be able to.

    Or you could get one of the Cyclone V that have a pcie hardcore..

    Unluckily ,My FPGA is Cyclone IV E.so i can't implement PCIe .and I will upgrade my FPGA .
