just as the titles ,can you tell me ?Must i buy a higher class FPGA such as stratix？

Every Cyclone IV GX has implemented a Hard-IP PCIe core to work as a slave. You just have to instanciate it in your design to use it. The Cyclone IV E FPGAs doesn't have high-speed transceivers and also no PCIe implementation because PCIe can only work with the Transceivers.
