if the TPG to CVO (no control port) design is working then my recommendation would be to stick with that CVO, there is no need to enable the control port. Changing multiple things at once will make the design more difficult to debug.

The problem is most likely with the configuration of the Frame Reader. Can you post a screenshot of the Frame Reader GUI so that I can take a look?
