Hi,
EPCQ4A is no FPGA, it's a serial flash used as FPGA configuration device. It has two inputs, and four bidirectional I/Os when operated in ASx4 mode, but that's probably not what you are asking for. - AqidAyman_Altera

Thank you for reaching out Intel FPGA Community.
Yes, EPCQ4ASI8N is not an FPGA, but it is a serial configuration device for FPGA.
As refer to the datasheet, this device, specifically EPCQ4A, is only supports AS x1 only and not ASx4 configuration mode.
Hence, based on the device's pin information, they only have two I/O pins (DATA0, DATA1). You can refer to below link for more information:
