Need updated IP license/patch for PAC N3000 Acceleration Stacks (broken link)

The IP cores of Quartus included in the PAC N3000 stack has expired, and I cannot download updated file from v1.3.1 download page that includes extended license: https://www.altera.com/downloads/utilities/fpga-pac-n3000-acceleration-stacks-v1-3-1

• In following QA, it is stated that 'The file "n3000-1.3.8-4-dev-el7-setup.sh" contains the updated installer with new license files with 31-dec-2027 expiration'
  Where could I get new patch or license for N3000 IP？ | Altera Community - 84766  
• Official installation manual also states to use "./n3000-1.3.8-4-dev-el7-setup.sh" installer in v1.3.1 package

However, there is only old "n3000-1.3.8-3-dev-el7-setup.sh" installer in downloadable v1.3.1 package.

I see that download page for PAC N3000 was once restored in following QA, and could it be that older package was restored?
Cannot download PAC N3000 Acceleration Stacks | Altera Community - 296414 

Can anyone help me obtain latest v1.3.1 PAC N3000 Acceleration Stack that contains latest "n3000-1.3.8-4-dev-el7-setup.sh" installer? What I need is an extended license file, so it would suffice if I can obtain that.

Just FYI, this download page also has a broken download link (404 in the end) and I cannot download Software Update 2 (n3000_patch_1.3.1.2.tar.gz). Although it is not a fix for this licensing issue, it would be nice if this can be fixed as well.
