EPCS128 JTAG indirect programming trouble

Hello!

I'm Trying to program EPCS128 device in JTAG inderect mode, but at 94% Quartus II 11 shows this error:

I'm trying to fix this error already 3 days and have no idea what to do next. Meybe some error in banks powers, which uses multiple voltages. All my schemes is attached. Can You help me?

P.S.

I'm using USB Blaster tool

The .SOF file in JTAG mode is programmed successful.

    I have fixed the problem because I had a short circuit in the board between two protection diodes. I am nearly sure you have a hardware problem too.

    make sure you select the EPCS128 as the config device in "covert proogramming files" window.

    or check the pcb link
