do SignalTap modules have to be instantiated at the top level of a design

I want to add a SignalTap module I generated with the MegaWizard to my design. Does the SignalTap module have to be instantiated at the top level of the design or can I instantiate it in a lower level module?

    I tried instantiating the IP and couldn't figure it out myself. Please file a Service Request. (I'm guessing the problem is that no one does it that way, so no one on the boards has an answer. That's not to say there isn't a good reason to do it, it's just that the people trying to help do the .stp flow). When you get an answer, please post it, as I'm curious how to do it.
