Why can't I download the following link anymore...it used to work when it was under ALTERA, seems like whoever changed the links over to INTEL broke something?

Sorry for what you had been facing up until today, our INTEL IT developers are still actively working on this fix. I will try to push them to get this fixed as soon as possible.
