Where is SOPC builder in 11.0sp1?

I realize that qSys is the replacement for SOPC Builder but it's not quite up to the task yet, so I am looking for SOPC Builder for Quartus 11.0sp1.

Altera has a modular pci express SOPC component and provides a number of example files to demonstrate its capabilities. Naturally, it expects SOPC Builder to be present. I checked the 11.0sp1 installer but there is no separate option for SOPC Builder. It looks like SOPC Builder might still be available somewhere, since the Quartus software still shows the option in the Tools menu, although it is grayed out.

Is SOPC Builder available somewhere, or is there a hidden command line switch to the installer to install it? I'm a little stuck without it, and I'm hoping I don't have to go to an earlier version of Quartus to get it.

[update - alteraditya solved the mystery. Thanks!]

SOPC builder is grayed out before you create a project. once you create a project SOPC builder is not grayed out.

Thanks, that was exactly the problem!

This is not new, SOPC Builder always needed a valid Quartus II project to be present first. Qsys doesn't care about this which is why you are seeing this difference in behavior.
