Where is SOPC builder in 11.0sp1?

I realize that qSys is the replacement for SOPC Builder but it's not quite up to the task yet, so I am looking for SOPC Builder for Quartus 11.0sp1. Altera has a modular pci express SOPC compon...

This is not new, SOPC Builder always needed a valid Quartus II project to be present first. Qsys doesn't care about this which is why you are seeing this difference in behavior.
