When using "dual compressed image" onfiguration scheme, ROM cannot be used in the design, since you get Error 16031. This makes many hw design unusable (i.e. fast decoders, sensor calibration tables etc.) Is there a solution/fix for this?

Are you referring to Max10? If yes, this is architecture limitation where the flash is insufficient to store the initialization data. I would recommend you to use a workaround to store the initialization data into the UFM and manually copy the data to the memory in usermode.
