The document stated "Red Hat Enterprise Linux 7 and 8" mean that if you are using either RHEL 7.x or 8.x, then you will need to install the Prerequisite stated in the table. That does not mean that it will support the RHEL 7.0 or 8.0.

You will need to refer to the Operating System Support page to get the most up-to-date FPGA software operating system requirements, stated in the section 2.1. Minimum Hardware Requirements.

There is also a readme.txt (available at Operating System Support page) that you can download and check which specific OS is supported for each Quartus software version (attached below is v21.4).
