Go to your dashboard after signing in to MyAltera at 

https://www.altera.com/myaltera

Do you see the SSLC listed there in the main boxes of your dashboard?  If not, go to 

https://www.altera.com/SSLC

and click Register.  For some reason, it's an additional registration on top of MyAltera.
