"set_instance_assignment -name GLOBAL_SIGNAL OFF" -> what does it do?

Hello, What does the following attribute do: set_instance_assignment -name GLOBAL_SIGNAL OFF -to <signal_path> Is there a reason to apply this attribute to a reset line? Thank you!
