You're referring to the Questa Intel FPGA Edition simulator tool. You will need to use the Siemens version of the QuestaSim simulator for the EDA Simulation Library Compiler to work.
The Questa Intel FPGA Edition (including starter edition) comes with precompiled libraries, so you do not need to use the EDA Simulation Library Compiler. Unless you plan to use third party simulator tools, e.g. Active-HDL, Riviera-PRO, Siemen QuestaSim.
If you plan to simulate using Questa Intel FPGA Edition, use the NativeLink simulation flow. FYI, the NativeLink feature automatically compile your design, Altera IP, simulation model libraries, and testbench.
Refer to the quick start guide below for instructions on how to simulate the example design provided in the User Guide, using the Quartus Standard/Lite.
