Quartus Prime Lite Edition 19.1 hangs when trying to create a new file

I cant create a new bdf file or any type of file using the Quartus Prime Version 19.1. I have tried creating a project in another directory and tried uninstalling and re-installing Quartus but there is no change. Every time I click File => New, Quartus just hangs and doesnt give me any dialogue box.
