The GUI issue where the text appears to overlap for the ALTPLL is a known problem that has existed for some time.
You can either use a Linux OS or instantiate it using HDL, as mentioned in another forum post shared by FvM.
Unfortunately, the fix is still in progress because it involves a legacy IP.

Thank you for your comments. I'l happily wait for a fix. I indeed found FvM's HDL examples for instatntiating and configuring the PLL but like said, I don't need to change settings constantly so I'm fine.
I'm glad though to see Quartus is being revamped and improvements are most definitely notable in the "UI-experience" area as it's become snappier and more stable so keep up the good work!
I never went to the newer versions because I can't get Questa to run with a license through the SLC center and decided to stay on 20.1.1 or earlier versions. But now I simply use the latest Quartus and use an older ModelSim along side. I still haven't got the SLCC issues resolved but that's another story.
