Quartus IP upgrade (every time the file is loaded)

All, I can go through and perform the IP Upgrade on a project... then save the project.. then close the program and restart the program and load the project and I have to do the IP Upgrade again. I...

This IP comes from Quartus 16, and unfortunately Quartus is not backward compatible with versions that old. If you try to upgrade, you’d need to go step by step—first through Quartus 18, then 20, and eventually 24. The simpler and more reliable option is to delete the old IP and create a new instance in your current Quartus version.
