quartus 23.4 platform designer always failed to open.

Tool version: Quartus prime pro 23.4, OS: Windows 10 22H2. every time when i try to open the platform designer, it always fail several times.

No more update for this because i can't turn off the firewall. and pls close this case i will workaroud the issue by openning the platform designer several times when i use it.
