quartus 23.4 platform designer always failed to open.

Tool version: Quartus prime pro 23.4, OS: Windows 10 22H2. every time when i try to open the platform designer, it always fail several times.

Any further update or concern? Does the problem being resolved by turning off firewall, anti-virus or private wifi if any?
